ART Secretary General, Guido Improta (Naples 1966), holds a Master’s degree with honours in Political Science, with specialisation in politics and international relations, and a Master’s Degree in Business Communication. He accrued his professional experience both in public institutions and private companies, in addition to institutional contexts.
He was in charge of public relations for Alitalia (2006-2011), Director General of the Tourist Office of the Municipality of Rome (2000-2006) and manager of the Italian Touring Club (1992-2000).
He was Councillor for Transport and Mobility of Roma Capitale (2013-2015), State Under-Secretary for Transport and Infrastructures under Monti Government (2011-2013), Head of the Legislative office of the Deputy Prime Minister in charge for tourism and major events and Chief Cabinet of the Minister for Arts and Culture during the second Prodi government (2006-2008).
- The Secretary-General is appointed by the Board with a three-year mandate.
- The Secretary-General supervises the operation of the directorates and reports to the President pursuant to article 37 (1-a), last sentence, of Decree-law No 201/2011. The Secretary-General also ensures its collaboration to the Members of the Board for the performance of their duties.
- For the purposes set out under paragraph (2), the Secretary-General shall, in particular:
- coordinate the activities of the directorates, by verifying the completeness of the acts, documents and draft decisions that are submitted to the Board, and by checking and evaluating the activities carried out by the directors;
- ensure the publication of the acts approved by the Board;
- ensure the implementation of the decisions adopted by the Board;
- based on the requirements resulting from work programmes and projects, assign the staff to the directorates, by informing the Board accordingly, and set up working groups with the staff allocated to different organisational units;
- provide for the expenditure necessary for ordinary administrative management as part of the budget allocation and according to the criteria and constraints set out in the rules concerning the applicable accounting framework and in the decisions of the Authority.
- ensure the management control – with the support of the Authority’s directorates, including through the setting up of joint working groups – with the aim of verifying the efficiency and cost-effectiveness of administrative actions, as well as assessing the performance of the Authority’s employees in relation to the activities carried out by the Evaluation and Strategic Control Committee referred to under article 31 below. The Secretary-General reports to the President on the progress of the management control and periodically informs the Board thereupon;
- supervise – with the support of Human Resources and General Affairs – the employees’ compliance with the applicable staff rules and regulations;
- participate, with no voting right, in the Board meetings.
- In case of absence or impediment, the Secretary-General is replaced by a delegate.
- For the performance of the tasks assigned to him/her, the Secretary General may employ staff members that are directly assigned to him/her.
