Human resources and general affairs

  1. Analysing personnel requirements and overseeing the recruitment process.
  2. Managing the legal treatment of personnel, including the application of labour laws, and overseeing the economic, pension, and social security benefits for executives and staff. This also includes handling mission and business trip allowances, meal services or vouchers, reimbursements for seconded employees, and ensuring compliance with tax and contribution obligations related to staff remuneration.
  3. Planning and implementing staff development programmes, by identifying training and professional development needs in collaboration with other directorates.
  4. Promoting organisational welfare by implementing work-life balance initiatives, adopting health plans, and offering other welfare programmes.
  5. Managing relations with the Evaluation and Strategic Control Committee, as well as coordinating communications with the Ministry of Economy and Finance and other public bodies, on staff-related matters.
  6. Ensuring the effective implementation of the staff performance evaluation and career development management cycle.
  7. The designated director, typically acting as the employer under Legislative Decree No 81 of 9 April 2008, is responsible for ensuring the enforcement of workplace health and safety regulations as specified in the decree.
  8. Managing relations with trade unions.
  9. Identifying and assessing the needs for goods and services in collaboration with other relevant directorates; overseeing and updating the procurement plan in compliance with current legislation and accounting regulations; managing the associated acquisition processes, including execution, compliance checks, and contract management, with support from the relevant directorates.
  10. Managing all tasks required for the operation of the premises housing the Authority’s offices, including logistical coordination and activities related to these properties, as well as maintaining the assets necessary for the Authority’s operation, including inventory management; overseeing the operation of the Authority’s auxiliary services.
  11. Ensuring the efficient management of Secretariat functions for the executive bodies, coordinating protocol activities with the ITC and digital transformation directorate, and providing support to the Head of Anti-corruption and Transparency.
