The regulatory measures (pertaining not only to rail) concern the designing of tendering schemes and model agreements for the award of local public passenger services on an exclusive basis and the setting of the criteria for the appointment of the awarding authorities.

The measures apply to tenders and service agreements awarded with procedures other than tender or subject to review following the entry into force of ART Decision.

The Authority verifies the impact of the regulatory measures after a 36-month period in which the new awards and service agreements under review are subject to its monitoring.
